Silver and Gold Are Money, Not Just a Store of Value

If I understand it correctly, the article says that in terms of weight, there's about 5x as much gold than silver in above-grounds stocks.

This does not seem to make sense: silver is more plentiful in ore than gold; silver is easier to mine; silver is a byproduct of mining copper, nickel, etc. and so on.

So how come there's 5x as much gold than silver?
Is it maybe because silver is used much more by the industry and so it is not available for trading and hence is not in the statistics?

One possible reason for curtailing the production by the US Mint is that the rising demand IS depleting the Fort Knox (or wherever the gold is) stash, while at the same time, even the Government sees the value of an ounce of gold going up in the future. So why sell now?
