See the Grant Thornton paper, "Why are IPOs in the ICU?" It pretty much explains that the sell-side equity business doesn't have an economic model that supports boutique research sales, trading and underwriting any longer. Ever since decimalization and the advent of online trading, support for small cap stocks has evaporated. They propose a solution that Congress should act on.
