Rules are rules. Why have the $1 rule if you are just going to change it? Mr. Market prices fairly all stocks. If a stock goes below $1, it is probably not investment worthy anyway, and the shares should be taken off the market. The $1 rule is to protect investors from worthless companies masquerading as investment grade national companies. If a company insists on being on the exchange normally reserved for more successful companies, all a company has to do is a reverse split, done deal.
