The current administration is missing a huge opportunity to declare victory on the banking front and give these banks some leeway to start buying back stock or increasing dividends. Obama should be saying "I turned around these banks" "look how strong they are while Europe teeters!!!" "i'm a genius and now I am going to let them raise their dividends or buyback their stock in proportion to how they continue to improve their capital base"

When do you think BAC will be allowed to start buying back shares? I think that will be a huge catalyst. If you take out the negative valuation adjustments, BAC made $5B last quarter. That's $20B annually, or enough to buy back over 25% of it's shares in 1 year.
