You point are self internal contradictory ! Cisco is the right stock to buy right now because off of favors in wall street ! If the problem of one company with p/e less than 10 is a CEO to change (personally I no think so) ad some point in the future they will do it for sure and the billions cash of the company will still be there! :-)
