I have a less than modest proposal: eliminate the IRS and the income tax altogether, and (eventually) all other taxes, on the basis that taxation is theft (if you think it's a voluntary contribution, try NOT paying it some time). Work to create a voluntarist society in which civilized men and women thrive by selling and purchasing all services, including police and defense services, in a competitive, free, and open market. And learn the lesson of history, that all coercive governments are simply gangs of criminals in fancy suits and costumes, including almost all of the elected ones.
In the end, all governments become totalitarian. In the Maximum State called the Soviet Union, the only institution that kept that society from disintegrating completely was the black market. In time, the only refuge from Uncle Sam and his hordes of parasites will be in our own black market. If and when enough people understand that freedom and taxation are antithetical, we will finally thow off our chains. Until then, the vast majority will go on believing in fairy tales about fair taxation, the benefits of democracy, our good wars of liberation, and all the other rubbish they teach us in the government schools.
