Utility ETFs Making A Swift Comeback

If utility stocks are so "defensive", why do they suffer the same drops/crashes as all other equities? Look at the February-March and March-December graphs in this article. Same patterns as any other equity market during the last year (20-25% loss in March crash). I don't get it. Why are these stocks "defensive"?
