You completely missed the fact that the tier 2 power consumption requirements for on-mode are about 25% lower than the tier 1 power consumption requirements for on-mode. The tier 2 power consumption requirements enter into force in 2013. The TV manufacturers are more concerned the tier 2 power consumption requirements because they likely won't be able to meet it for ALL of their models. It is also unknown what the customer satisfaction will be with dimmer televisions. There is also an impact on TV yield and cost.
