They could be made in Mexico, but it would cost more and hurt Nordstrom's/Target's/w... profit margin. Or it the price increase would pass along to US consumers. How do I know it would cost more to manufacture in Mexico? Assuming Nordstrom/Target knows how to do business and assuming markets are efficient, the mere fact that they are being produced in China means it is cheaper for them to be manufactured there.
