Citigroup has offered to swap up to $27.5 billion of its existing preferred stock held by private investors at a conversion price of $3.25 a share. That's a 32 percent premium over Thursday's closing price of $2.46. The government will match this exchange up to a maximum of $25 billion face value of its preferred stock at the same conversion price. Citi said major investors, including Prince al-Walid bin Talal of Saudi Arabia and the government of Singapore, have agreed to exchange their stakes.
David Trone, an analyst at Fox-Pitt Kelton Cochran Caronia Waller in New York, said the transaction fortifies the bank’s balance sheet, and he expects the stock to rise back to $3 “once the emotion of the moment passes.”
