What PARC had, it sat on. Jobs didn't steal it, he put it to work. He knew that it existed and that it would work for the consumer. He then researched, designed, and developed an operating system. Gates, on the other hand, saw what Jobs was doing with it and made a shell for his operating system that would compete with Apple. Jobs stole an undeveloped idea and made it real, Gates stole everything and ruthlessly marketed it.
