Why Actively Managed ETFs Could Succeed

What seems more compelling to me than actively managed ETFs is active indexing and mechanical indexing based ETFs. Essentially, ETFs whose indexing system is meant to try to beat a passive index for that sector, country, style, etc through overweighting and screening based upon various technical and/or fundamental criteria.
Then, the success of that ETF depends upon the rules of the indexing system rather than the smarts of the manager.

The ETF market is definitely getting interesting!!
