    I'm not sure if this will help but this article suggests that it is the IMF that decides which countries are considered to be emerging markets.

    It says that some countries in Africa were recently upgraded to emerging status. They join South Africa and Mauritius in that category.
    I'm not sure if IMF is the best organization to decide that though.

    Some action is underway to improve Mongolia's rail access to other Asian countries and the closest seaports. It looks like it is in everyone's best interest that this be the case so there should be a good chance that this will actually happen.

    Checking my electric bill here:
    33 cents for the environmental energy adjustment
    15 cents for the capital infrastructure adjustment
    $1.22 for the city tax
    2 cents for the state surcharge.
    I believe the rise in electrical rates is primarily due to increased pension costs for the utility employees. That is according to the brother of the utility director who campaigned for him at my doorstep.
    I think the alternative energy methods will improve in the years to come. They will have to.
