Bruce, If you view your account online, it might show in the transaction. Your brokerage might waive it. I'm not sure about this. According to my Etrade brokerage statements, this custody fee was imposed in Nov. 2010 and Sep. 2011 at 1 cent per share, Mar. 2012 and Apr. 2013 at 2 cents per share. I called Etrade and was told, it was the ADR imposing it, not Etrade. Most people don't scrutinize their statements. If they do, they probably dismiss the custody fee. It is small but, ALU being a penny stock, percentage-wise it is BIG! If ALU is priced like AAPL or GOOG, I've no complaints.
I contacted ADR Bank of New York Mellon last year, 2012, about the fee. One person who knew about the fee said that it was on the Deposit Agreement. I guess they had it changed in 2010 because prior to it, it was not imposed.

If you own ALU shares through the ADR in the US, they recently, around April 18, imposed a 2 cents per share fee. So if one owns 10,000 shares, one is $200 poorer now. They have been doing this for 4 years or so. Given the shares performing poorly due to uncertainties of the company, I've been sounding off against this fee. It is falling on deaf ears. Many ADR shares like NOK don't have this kind of fee.
