    I believe these bonds are real and I also believe there's no story. These are intergovernment bonds, routinely used to settle accounts between governments. The amount sounds huge, but only in comparison to "parked" debt money. Its small compared to the trillions that change hands every day to settle the world's financial transactions. Years ago I was a courier for settling accounts between bond markets, carrying "bearer" bonds between banks and bond brokers. Billions of dollars are settled between markets every day and a significant amount if it is in the form of "bearer" bonds. Every day there are couriers quietly moving throughout the world incognito carrying these bonds. While much of the worlds transactions are done electroncially, there are large settlements that are done in paper still, which doesn't leave an electronic trail. Its all part of the world monteary system. Usually the authorities are aware that a courier will be passing through but in this case somehow they were not alerted and picked them up. Then the story got out, and now it has to be denied or quietened down somehow.
