Interesting idea; but I think Apple should ask the government for this program and not MSFT. The "Cash for Clunkers" program helped save US oil consumption and reduces oil dependency in the automotive market. Apple could get government to do the "cash for clunkers" to replace people's Windows PC with a new Mac and reclaim millions of hours of lost productivity due to viruses and crashes on their computer. There could be something there. :)
Interesting article; but the fact is Microsoft could not have crushed Apple back in the late 90's without getting into further trouble with the Anti-Trust. At that time, Microsoft needed a plausible competition to show the judge that they are not a monopoly in the operating system market. Bill Gate probably thought that Apple is sufficiently big enough yet not so big that it feel threaten by the MacOS. So I am sure that Bill Gate felt that it was a savvy move on his part to try to continue to prop up Apple and get the Anti-Trust of their back. Who knew Apple can become such a threat in less than a decade later.
Another irony is that even though they had successfully killed Netscape, it got them in trouble with the government to really start looking into their monopolistic practice. On top of that, Netscape decided to publish their browser's source code in the open source which ultimately turned into today's Firefox. And Firefox is now solidly chewing away at the Internet Explorer's pie. Its like to dead to coming back to haunt Microsoft in a really, really big way. I am sure in hindsight, they wish that they had never decided to be so aggressive with Netscape in the first place. :)

I think it is unfair to say that Apple stole the thunder from Palm. Virtually everyone knew Apple was going to announce the new iPhone at the Software Developer's Conference on that date. Palm chose to launch their Pre a couple days before the announcement of the new iPhone to try to steal the new iPhone thunder from Apple; but as it turns out, it completely back fired on them. They should have known better.
