The problem with your statement that the economists/federal reserve are stupid and lazy is that they don't actually use the CPI to make their inflation/rate decisions...they use the U.S. core PCE price index which accounts for housing costs differently and, I believe, more accurately. They are perfectly aware of the difficulties you describe regarding the CPI.
