Philippines Outsourcing Targets Europe

I'd be grateful if anyone could shed any light on a question I have to do with outsourcing: I've heard a lot about a philippine outsourcing site called bestjobs.ph which has great rates and looks good, but when I tried to register it said that they 'were not accepting registrations from (my) part of the world' - well I am in uk. I emailed them and they just sent a reply using the exact same wording! My question is, why will they not accept registrations from uk but they do from us? ...I can't understand it.
