James Carlini, MBA, is a certified Infrastructure Consultant and is President of CARLINI & ASSOCIATES, INC. . His white paper: Intelligent Business Campuses: Keys to Future Economic Development was published by the International Engineering Consortium in their Annual Review of Communications in 2008.

He has been a keynote speaker at various national and international conferences and has also served as an award-winning adjunct faculty member at Northwestern University for two decades in both the undergraduate and Executive Masters programs.

He has advised on major projects including the Chicago 911 Center (Consultant to the Mayor’s Office), network infrastructures at the Chicago Mercantile Exchange (trading floor technologies), GLOBEX ( international network), and the DuPage National Technology Park (800 Acres). He has been an expert witness in both civil and federal court for network infrastructure and mission critical networks (911, casinos)

He recently spoke at the Dept. of Homeland Security's Workshop on Aging Infrastructure in NYC on his white paper "Intelligent Infrastructure: Insuring Security for Regional Sustainability.

He also wrote a follow-up white paper for George Mason University's School of Law's Critical Infrastructure Program Report (OCT. 2009) on Intelligent Infrastructure: Securing Regional Sustainability" which discusses the concepts that the infrastructure is the platform for global commerce and that economic development today equals broadband connectivity and broadband connectivity equals jobs.
