Time to Buy Water ETFs?

There are some analysts out there that have recommended closed-end ETF's as a buy opportunity during the anticipated market pull-back in October because they usually trade at a discount to their underlying value for a short period during the initial sell off. I was thinking of buying the two trends (water ETF's) at that time. Any thoughts?
