    Very perceptive of you, if true.
    Nevertheless, whether planned or not; it should materialize as you foresee it; which makes your recommendations very valid.
    As explained below, Apple will be able to use their cash and avoid US taxes by obtaining US debt at a reciprocity rate. Same bank affiliate will use their ash deposit and same bank US head office will provide debt funds. Shows good financial management planning.

    Getting debt for buyback probably means that Apple's cash manager's plans to deposit their overseas cash at an interest rate that will probable wash out the cost of the US debt under a reciprocity agreement; i.e., Apple deposits their overseas cash with the American bank ABC's overseas affiliate and ABC's main office in the US will issue the debt at almost a wash out of the interest cost under a reciprocity agreement.
    US tax rules allowed this transactions tax free when sourced ex-Curacao; etc.

    In 2002, I bot 53 sh for $2300; from which, today I have 80 sh worth $2098 for a loss of $200.
    In 2006, I bot 200 sh. for $5013; from which today I have 269 sh worth $7707 for a gain of $1333.
    From that, it seems that WHEN one buys (price-wise) is more important than WHAT one buys.

    PM management deserves much credit and recognition.
    Since the early 1960's J. and H. Cullman turned a losing operation into the industry leader thanks mainly to new sharp management.
    They hired the best, not only in the US but, worldwide.
    They came up with Marlboro brand, foreign & domestic acquisitions, and diversification: Kraft; Miller's Brewery; 7 Up; Australian wines; California real estate; etc. They turned PM into a cash cow and hedged the threat to the tobacco business.
    The ethical stain of selling tobacco hid their accomplishments.
    Their Long Term planning guided their becoming the leading worldwide marketing-oriented company; the most efficient manufacturer in the industry; achievers of great and superior financial management and to become early wide users of information technology, when affiliates were directed by the Chairman to include an IBM 360 in their Capital Budget in the 60's.
