Will it Take a Liquidity Crisis for Intel to Rationalize Capital Spending?

Doesn't INTC Have-to keep making these capital expenditure investments to maintain their competitive edge with the other fabs? INTC is competing with IBM and TSMC which are moving in "lock-step" with INTC. Building better faster fabs is the silver bullet that solves 2 problems at once AMD on one side and IBM/TSMC on the other.
