When a stock is putted to you, the premium you received from the put is subtracted from the basis. You'll pay taxes on that put if and when the stock is eventually sold.
If however you sell a put and it expires worthless, the premium is taxed as a short-term gain that year..

Yes, you can sell puts in an IRA.
You need two things,
1) option trading approval, and
2) sufficient cash in the account to cover the purchase price of the stock at the put's strike price (minus the put premium).
