Firmly believe that FRB-NY should have offered to be central guarantor counter party to all CDS contracts written by major U.S. FIs during meltdown in 2008 versus the TARP program. This way the government would only had to have covered "actual losses" versus the wildly volatile market prices that were experienced during the crisis.
Government brings the biggest stick to the
fight -- it did not have to wield it so violently as it did with TARP.
