The individual investor can hold both utility stocks, as well as medical/healthcare stocks, as an example, if he/she's of the opinion those will outperform. A PM running a technology fund would be precluded from owning either by the fund's mandate. <title>Shell (RDS.A) "is in much better shape than it was when he started," seems to be the general reaction to Peter Voser's retirement news. But not everyone is enamored with Voser's work, as Shell plans a $120B-$130B capex program for 2012-15, including $33B this year. Perhaps the most interesting part of the news is that Shell will consider external replacement candidates.</title>

<title>Royal Dutch Shell (RDS.A +0.8%) is in talks with shareholders and the Czech government over the potential sale of its 16% stake in the largest refinery in the Czech Republic, local reports say. Shell's two partners in the refinery - Italy's Eni (E) and the Czech unit of Polish PKN Orlen - would have first option to purchase the stake.</title>

<title>Magellan Midstream Partners (MMP) says it has started storing crude in tanks at Crane, Tex., the origin point for the Longhorn pipeline, which it expects to start transporting crude by mid-April. The line, which had carried refined products, has been reversed to transport crude to Houston refineries and could help ease a glut of oil at the Cushing delivery hub and support local prices by opening the door to new buyers.</title>

<title>A Royal Dutch Shell (RDS.A, RDS.B) executive tasked with managing the company's controversial oil exploration program in the U.S. Arctic Ocean that failed to complete any wells in last year's drilling season will leave the company by "mutual consent" later this year. The personnel move is significant, as Shell has staked a lot on its Arctic exploration plans.</title>

<title>Statoil (STO -0.8%) may be getting cold feet on its plans to drill off Alaska in the wake of Shell&amp;rsquo;s problems in the area, and is ruling out output from the region in its North American production target. STO&amp;rsquo;s head of international exploration says the company is still assessing whether it will start Alaska drilling in 2015, at a later date or &amp;ldquo;if we won&amp;rsquo;t drill at all."</title>

<title>BP, which lost its first deal to drill for oil in Russia's Arctic to Exxon (XOM), tried to negotiate a new deal with Rosneft and was again beaten to the punch by XOM in winning access to the Arctic Laptev Sea fields, Reuters reports. BP thus has been left a bystander in the rush for Arctic deals, and all but five of 30 Arctic license areas held by Rosneft have been parceled out in ventures with other firms.</title>
