I wouldn't underestimate the potential problems the government can create. I've owned TSO since $13.50 and count on a sharp rise toward the end of it's cycle, at which time I'm out, or hedging heavily.
The correlation between the firm and the stock performance is useful only to the extent the firm performance can be used to gauge future performance. Past results...etc. etc. The market doesn't expect much from CSCO over the next 5 years or so and you haven't shown why it should.
