    You are not reading enough news. China and Japan is planning billions in infrastructure spending. Plus, China is using urbanization as next fuel for growth (news out today). It means both steel and cement. Both uses coal. Yes, cement manufacturing needs coal.

    And let all NG companies go bankrupt and poison all underground water. Good job Obama. To support NG election propaganda, EPA was cut power to control fracking. Study on fracking affect on water was delayed. Yeah, CEOs of companies benefiting from these will be happy.

    Here comes Obama's affect: Southern Co unit to raise rates for Mississippi coal plant

    (Reuters) - State regulators approved a 15 percent rate increase for customers of Southern Co's Mississippi Power unit on Tuesday to allow the utility to begin recovering costs for a controversial coal-gasification power plant under construction in Kemper County.

    The 582-megawatt Kemper County plant is one of only two integrated gasification combined-cycle (IGCC) plants being built in the country. Kemper was initially expected to cost $2 billion, but the price now is forecast to reach $3.5 billion.

    Mississippi Power sought an annual increase of $172 million, a 21-percent rate increase, to recover Kemper-related financing costs, but regulators trimmed that to a 15-percent increase to $125 million this year. That goes to $156 million beginning in 2014 until 2020, according to the commission's order.

    Other rate action taken on Tuesday by the Mississippi Public Service Commission (PSC) will temper the jump to about 12 percent to 13 percent, or roughly $16 per month for a customer using 1,000 kilowatt-hours of power, beginning with April bills. Monthly bills will rise another 3 percent in 2014.

    The vote was 2-1 with Commissioner Brandon Presley voting against the rate increase. Presley has consistently opposed the Kemper project for its high price and unproven technology.

    The Mississippi utility is Southern Co's smallest with just 186,000 customers, so the rate impact of the costly Kemper facility is of concern to regulators and consumer groups.

    In its order, the PSC said it trimmed the amount Mississippi Power sought to balance the "needs of the company with the impacts to rate payers."

    "Families and businesses need time to budget and prepare to absorb rate increases," the order said.
