I believe the author is referring to strength in a short to mid term time frame, not long term. I agree with the author - a weak dollar stimulates exports, which could have the effect of reviving the US manufacturing sector, which would trim the budget deficit and ease US manufacturing woes. A weak dollar also makes it easier for to the US to repay interest overseas. For now, a weak dollar is bullish for the markets.
