Nice summary and useful to those interested in both indexes and the principals.
I am always surprised that the GSEs are still being hauled around as possible reorganizations. How can this work? The suggestion points out that larceny lurks in the heart of Wall Street.
There is no fix for these flat tire GSEs and we need to stop flogging the zombies to the market. No one can afford the GSE and if someone does swallow them, we have a new zombie.

As for you catching the market and buying in - that is a pipe dream. Pick the strategic sectors you see and build small starting positions to monitor, look at dividend performers as well, and think about bonds, cash and PM as anchors. No one strategy always works over time, but diversification into promising sectors has a high probability of working. If this works out for you we will tax hell out the proceeds when you think you are safely retired. ( Safe retirement is another myth for another day.)

If the earnings vector is down we have problems. I am hoping for a run up into Sept starting about July 17th.
After than comes Sept and Oct, both negatives for Q4. I think we follow earnings and a reduction of the multiples which means a lower market.
