I've been long SNP since early 2010, and they have always paid dividends as advertised.
BTW, I'm pretty sure the yield is better than 2.6%. They pay dividends twice a year, and the 2.6% figure sounds like the interim dividend wasn't included.

That EPS of $2 and projected 2013 EPS of $2.20-2.30 is adjusted earnings. The rather hefty P/E you see tossed about in many places is based on unadjusted numbers.

If you go to Vale's IR pages and check what they actually paid out last year, it comes to over a buck per share. Yahoo frequently gets yields wrong with ADRs that don't pay a quarterly dividend.
Now that the share price is a bit below 19 bucks, Vale's market cap is $96 billion and change. Distributing $4 billion as dividends gives you a much better yield than 2.1%. With 5.15 billion shares outstanding, that comes to about 78 cents a share, which puts the yield at over 4%.
Another thing that could turn a lot of heads is dividends. The state controlled giants updated their dividend policies last year, making them more generous. I'm waiting this spring's dividend declarations with interest.

I just want to point out that if you want to buy Surgutneftegaz for the dividend, be sure to get the preferred shares (SGTPY on the Pink Sheets), not ordinary (SGTZY). The difference in yield is massive.
