    Maybe JPM is buying from the market now and trying to control the votes.

    The $2 deal is a confidence thing. It will never happen unless JPM is accumulating the BSC from the market to gain control of the votes.

    JPM, BSC, and Fed all know this deal probably will never happen at the begining. It just gives confidence.
