The govt could use the companies to help pay down govt debt or IPO and hold some shares. Why not try to keep them running.
They never were risky loans but they were hurt because of the Non-conforming loans. That had no downpayment or stated income.
Required at least 20% or PMI and strict standards. FHA may have higher defaults but that is more of a separate program.
