If you can determine the relationship of the words entered into a search query or their “context”, you can identify the concept that the searcher intended, instead of returning every document that contains the intersection of the words within the index. That will eliminate thousands to millions of inappropriate documents that where not on point. This is accomplished by first building a concept database, ranking every word capable of resolving or contributing to resolving a unique concept. This process produces a Dewey decimal like organizational schema, automatically and transparently categorizing, stratifying and ranking every visible web page.
