Why is the company still talking about stock repurchases as if they were a return to shareholders? They certainly have not been so in the past.
Especially since capex remains large and the company expects to be back in the commercial paper market this year.
Why not pull the plug on the restructure and return capital to shareholders the only way that makes sense- by rising and healthy dividends?
