because all those mortgage resets are based on it, right? Is it being manipulated down on purpose? It's NOT a free market, like everything else now. The 10-yr ($TNX or ^TNX) rose yesterday breaking a downtrend line since last Sept. How can LIBOR go in the opposite direction, except for it being manipulated?
