    Under the Investment Canada Act, a state controlled foreign investor needs to demonstrate to the Crown that the investment will provide a "net benefit" to Canada.

    So they have liabilities, capex and dividends covered. How much more do they need?

    If the author thinks that is all going to change, he should at least provide a pro forma adjusting the last 10-Q for the effects of the pending acquisition.

    Without that, the article boils down to nothing concrete. Saying "they got it wrong last time" just is not good enough.

    By the way, shorting a stock paying a 5.5% dividend is a gutsy move!

    The company has taken two major steps:

    1. It has suspended share buy-backs, which were never a big deal. Share count peaked at 2.16 billion in 2005, if memory serves, and is now around 1.89 billion. Over 9 years they reduced share count by 12.5%.

    2. It is reducing capex by $5 billion for 2015. The completion of Gorgon reduced ongoing capex by $10 billion, so they actually have room to cut capex by another $5 billion - if needed.

    In terms of Mexico's needs, I think only Chevron, Exxon and Shell have the capacity to meet them completely. Other bidders will need to partner up.
