You are a brave man.
Over 20 years the stock price has been on an almost constant downtrend going from $28 to $3.50.
This is partly due to poor management at the company and partly due to a secular decline in the industry and its stocks.I personally don't se either of these trends changing.

I am on the same page! These European telcos have huge moats, high dividends, and very low valuations-- less than 6x in some cases. Worst case they are great sources of income, and better, more likely case, income plus capital gains. TEF is one of my favorites but I like Vodafone as well, given the enormous upside in Africa, and also Orange (also Africa upside) and Telenor (Asia upside).

A quick check seems to indicate that TEF dividend is subject to both the 19 % Spain Withholding Tax as well as the Citibank ADR fee. People frequently assume that they fully recover the withholding tax as a US credit, but that is a bad assumption if you run the calculation.
