France's Sarkozy and Germany's Merkel issue a joint statement, confirming their commitment to implement the policies outlined at the July 21 summit. They appear to give the green light to the ECB, saying they are confident the bank's analysis will allow for "secondary market interventions ... when financial stability of the eurozone as a whole is at risk."
