The correction is underway -- when is a good time to buy again?

My November 2010 post included a number of signs pointing to a market top.  The market continued to plow higher well into the new year.  Finally, the correction began this month and major averages retraced their gains for 2011.  The following chart shows how the market this year compares with an average pre-election year. Would the market rebound and deliver the returns typical of a pre-election year?  Or, would this year prove to be an exception and would have a negative return for the year?

 Regardless of what the market averages do for the year. I think a good time to buy in to stocks is when the averages are back near their 200 day moving averages.  As shown below, the 200 DMA for S&P500 is just below 1200.
