The government's $900,000 fine against American Eagle (AMR) for holding passengers on board planes for hours on the tarmac may deter future incidents, but it also may prompt the airlines to cancel many more flights. "If there's a 20% chance of this happening, an airline will cancel," airline analyst Michael Boyd says, because of the potential for massive fines.
