Many Americans are confused by credit card terms, the Consumer Financial Protection Bureau says in a report on 5,000-plus complaints the agency received in its first three months of operation. Billing disputes were the most common problem. Of 383M U.S. credit card accounts, less than one-tenth of 1% submitted a complaint to the bureau - not bad at all, the ABA responds.
