European stocks are at their cheapest level vs. U.S. shares since 2004, with the Stoxx Europe 600 now having been 30% cheaper than the S&P 500 for 69 days in a row. The bulls say the divergence provides oppportunities for bargains, but the bears point to deficits and recession in Europe.
