A CBO report finds federal salaries were just 2% more on average than same-skilled private sector salaries, but benefits including health insurance, retirement and paid vacation were 48% more generous. Unions cite the report as evidence their pay advantage is exaggerated, but Stephen Moore says the biggest benefit for a federal worker isn't calculated: job security.
