IBM is using Rio de Janeiro as a crucible to grab a large piece of the market for "smart" systems for cities, which is expected to reach $57B by 2014. IBM has built an operations center that integrates citywide data from around 30 agencies and helps co-ordinate management of the Carnaval and other major events, and disaster response.
