Simple reality, it is wealth transfer. Instead of people getting to decide how to spend their own hard earned money, the government believes they should decide how its spent. Otherwise there is no waste, fraud, vote paying, kickbacks and etc. The government believes this waste and fraud stimulates the economy when it really is a scam to buy power.
