As things begin to open up for voice-over-IP applications on the iPhone (AAPL), the FCC starts a probe of Google Voice (GOOG) over complaints the app is blocking calls to rural communities. At issue is Google's classification as a telecom company; AT&T (T) has complained that it has to carry such calls at high connection costs.
