China says it's "strongly dissatisfied with and resolutely opposed" to the ITC's decision to impose duties on its steel pipe exports, and insists it's being made a scapegoat of protectionist interests. "U.S. domestic industry has been seeking opportunities to win trade relief and protection, and shifted the blame for its hardships onto imports," an unnamed official said in a statement.
