Borrowing in the commercial paper market, a key source of short-term liquidity, has slowed precipitously - with several large issuers refusing to take bids. It remains unclear, however, how much of their reluctance to make longer loans is due to jitters over Europe's banks - and how much is a result of new regulations that limit money-market funds' lending capacity.
