The NYT takes a close (and long) look at the Minerals Management Service, finding it was plagued by more than just petty corruption. The fallout from the Gulf spill exposed the degree to which the agency was put under pressure to produce results: "Washington got oil and royalty fees; Louisiana got jobs; and the agency got frequent reminders of the need to keep both happy."
