The FDIC's problem banks list numbered 829 institutions in the second quarter, up from 775 in Q1. Non-current loans and charge-offs are on the decline, Chairman Sheila Bair says, but 29% of banks are unprofitable and loan balances are shrinking, especially at the biggest banks.
